The Faro Civil Protection District Commission, met on May 27, 2019, to decide whether to implement Faro District Civil Emergency plan. Safe Communities Portugal was one of the attendees at the meeting. The meeting took into account the following factors:
a) The Order of His Excellencies the Minister of Internal Administration and the Minister of Agriculture, Forestry and Rural Development, who declared the Alert Situation, under the Basic Law on Civil Protection (LBPC), Law no. 27/2006 , of July 3, in its current wording (Law no. 80/2015, of August 3) published ;
b) The hearing of the institutional coordination structure at the district level, namely the District Operational Coordination Center (CCOD), which met on May 24 at 10:30 p.m.;
c) Reinforcement of the anticipation Operational Measures implemented by the Municipal Civil Protection Services in the Region by Civil Protection Agents and entities with a duty of Cooperation, since May 24, following the increase to the yellow level of the State of Special Alert of the Integrated System of Operations of Protection and Relief for the Special Device to Combat Rural Fire (DL no. 134/2006, of July 25), in its current wording and contained in Operational Technical Communiqué no. 11 / 201, as well as ensuring the implementation of the measures contained in the aforementioned Ministerial Order;
d) The meteorological forecast provided by the Portuguese Institute of the Sea and the Atmosphere;
e) The analysis of the general and specific activation criteria, included in the District Emergency Plan for Civil Protection of Faro;
f) The small number of occurrences registered in the Operations and Emergency Management Room of the District Emergency Operations Command of the National Emergency and Civil Protection Authority;
g) The evaluation, based on the combination of the previous paragraphs, assessed the need to trigger the Faro Civil Emergency Emergency Plan. In addition, the preventive and special reaction measures against fire risk, the reinforcement and pre-positioning of human resources and material resources, by all Municipal Civil Protection Services, Civil Protection Agents, Cooperating Entities of the Region, and, under the terms and for the purposes of paragraph 3 of the Article 14 of the LBPC, that, at present, conditions do not exist that lead to the need to trigger the Emergency District Plan for Civil Protection of Faro;
For the purposes of paragraph c), of paragraph 2 of article 38 of the LBPC to inform His Excellency the Secretary of State for Civil Protection of the evaluation carried out;
That this Resolution be disclosed to the Media, which have a special obligation to collaborate in order to disclose the relevant information regarding the situation pursuant to paragraph 4 of article 14 of the LBPC.
